shield Recommended update for gconf2

sdksp4-gconf2-12129

This update for gconf2 modifies gconftool to use fdatasync() instead of fsync(), as the latter comes with a significant performance penalty. Additionally, when the tool detects that the operating system is being installed, explicit calls to data synchronization functions are skipped.
