gpp_maybe Recommended update for pciutils

This update for pciutils fixes the following issues: - pciutils.spec: Add a strict dependency to libpci. (bsc#1252338) Mixing different versions of pciutils and libpci could result in a segmentation fault due to incompatible ABI.
