shield Recommended update for dirmngr

SUSE-SLE-SERVER-12-SP1-2017-261

This update for dirmngr fixes the following issues: - Properly initialize the dirmngr tmpfilesd files right away and not just during reboot - Own the /usr/lib/tmpfiles.d/ folder as it is needed in older systemds wrt (bsc#1019276) - Proprely require logrotate as we need it for the dirmngr configs
