shield Recommended update for cloud-init

SUSE-SLE-Module-Public-Cloud-12-2015-727

cloud-init uses the Jinja2 Python module to generate configuration files from templates, but this dependency was not defined in the package's spec file. This update adds the missing requirement to cloud-init.
