gpp_maybe Feature update for lapack

This update for lapack fixes the following issues: Version update from 3.5.0 to 3.9.0 (jsc#PED-3628): - As a configurable option, add tmglib code to the LAPACK library and enable TMG in LAPACKE as the header files provide its API (bsc#1207989, bsc#1087426) - Build deprecated functions to avoid breaking the ABI (bsc#1207989) - Make library links in the alternatives directory architecture dependent.
