shield Recommended update for llvm9
SUSE-SLE-Module-Basesystem-15-SP4-2023-49

This update for llvm9 fixes the following issues: - Keep DFLTCC environment during testing so we can disable the compression facility on s390x which causes testsuite issues (bsc#1189602) - Drop RUNPATH from packaged binaries, instead set LD_LIBRARY_PATH for building and testing to simulate behavior of actual package (bsc#1197776)
