shield Recommended update for ldb

SUSE-SLE-Module-Basesystem-15-2018-2479

This update for ldb fixes the following issues: - Remove python-talloc-devel from %if %else block, since the py3 build should not remove py2 dependencies. (bsc#1108164) - Update license to LGPL 3.0 or later. (bsc#1109571)
