shield Recommended update for strongswan

SUSE-SLE-DESKTOP-12-2015-153

The IPSec IKE strongswan was updated to fix a bug in the "ipsec pki" helper tool that caused crashes of this tool during startup. This bug was exposed by the previously released FIPS patches. (bsc#918474)
